Edna Primrose is Founder and President of Differenza, an organization focused on education, community and workforce development, and poverty in local and global communities. Edna also serves as Senior Associate at The Social Assistance Partnership. She is a recognized expert in education, training, and program management, bringing over 20 years of executive leadership experience in the public and private sectors. She previously served as Director of Policy for the Aspen Institute Education and Society Program, where she led programs that addressed education, economic and social mobility, and equity. During her 10-year tenure as a Federal Senior Executive leading multi-billion-dollar programs, she served as National Director of the U.S. Department of Labor’s Office of Job Corps, followed by administrator and chief operating officer positions in the U.S. Department of Agriculture, managing water infrastructure for rural communities, public-private partnerships, and administrative operations.
As a private sector executive in multiple industry sectors, Ms. Primrose managed complex programs, developed leadership and organizational structures for growing companies, and led major U.S. and international policy initiatives. She is active on multiple boards, including boards at her alma mater, Towson University, MD, where she earned a Bachelor of Arts Degree in Business Administration. She was also inducted into the Beta Gamma Sigma International Honor Society as a Towson University Distinguished Professional. She is passionate about incorporating lifelong learning, growing leaders, creating community, and cultivating lasting impact in her consultancies.
