As Europe’s population ages, demand for long-term care is rising faster than the workforce. Health Care Assistants are central to care delivery, but weak recruitment pipelines, inconsistent skills recognition, and limited legal mobility pathways constrain the sector. A lack of structured migration channels means care employers are struggling to fill growing vacancies. At the same time, workers have to navigate the labour market without formal recognition and often facing precarious employment.
B-Care is a technical assistance initiative that responds by supporting the development of a common competency framework for HCAs and setting the groundwork for a potential labour mobility scheme. Working with public and private stakeholders across EU Member States and partner countries, the initiative strengthens skills recognition, workforce planning, and fair international recruitment in long-term care. The project will outline the core pillars of future labour mobility schemes in the care sector.

The Migration Partnership Facility
This project is co-funded by the European Union, contracted by ICMPD through the Migration Partnership Facility (MPF). It is implemented within the framework of the MPF, an EU-funded initiative implemented by ICMPD in support of the external dimension of the EU migration policy. Through its grants and initiatives under the Technical Assistance and Services Component, the MPF facilitates the execution of projects to strengthen dialogue and cooperation on migration and mobility between Member States and partner countries outside the EU.
